Quality Standards for Young People’s Information, Advice and Guidance (IAG)
Skill welcomes the provision of quality standards, linked to a quality award system of accreditation, for the effective provision of information, advice and guidance to young people. However, the quality standards should go further in clarifying the entitlement of disabled young people, the value placed upon relationships and in building trust and the roles of providers and commissioners.

Nursing and Midwifery Council - fitness to practice
The NMC have reviewed their criteria for assessing fitness to practice at the point of registration. This does not change fitness to practise criteria, but does discuss different ways to ensure fitness to practice for new nurses and midwives, eg through developing essential skills clusters and using mentors. A Single Inspectorate for Children and Learners
The DfES has consulted on proposals for an enlarged Ofsted, which would be a single inspectorate for children and learners. This would incorporate the childor learner-related work of the current Commission for Social Care Inspection and the Children and Families Court Advisory and Support Service. It may also include the Adult Learning Inspectorate. The inspectorate is intended to be operational from April 2007.

Youth Green Paper
The DfES have put forward proposals for reforming young people's services, building on Every Child Matters. Youth Matters, the youth green paper, sets out proposals for improving things to do and places to go, information advice and guidance, and targeted support.

The Disability Rights Commission has launched a 'disability debate' to help shape the future of equality, and hopefully the work of the forthcoming Commission for Equality and Human Rights. Skill put forward our priorities for the DRC.

Independence, well being and choice – the future of adult social care in England
The Department of Health published a green paper that discusses how social care should work for adults in the future. It included proposals to develop direct payments and introduce individual budgets. Skill was disappointed that there was not more discussion about the role that education has in the delivery of social care.

Skill response to draft codes for the Disability
Equality Duty
The Disability Equality Duty places new duties
on public authorities to promote equality of opportunity for disabled
people. Further and higher education institutions will also be covered
by a specific duty, and will be required to produce a Disability Equality
Scheme.
Skill has provided comments on the draft codes
of practice for the Disability Equality Duty, which were produced by
the DRC. The final codes are expected to be published in early 2006,
to give public authorities time to implement the duties for December
2006.
There is also likely to be separate guidance
for further and higher education institutions. The draft codes of practice
are available on the DRC website, www.drc-gb.org/thelaw/publicsectordutycodes.asp.

Compact Code of Practice on Volunteering
The NCVO has published a draft Compact Code of Practice on Volunteering, which Skill responded to. Skill recommended that there be more mention of the involvement of disabled volunteers. You can read our full response
